ProSafeNet just earned its place among Europe’s best!

ProSafeNet just earned its place among Europe’s best! After just 4 months in public, our application ranked #2 among all Bubble apps in Serbia, joining top builders leading Europe’s AI visual development revolution. Incredible success and I’m super proud of what we achieved so far. This shows that the team is dedicated and also that our users love to come back to our app. Safety professionals didn’t have any dedicated place to connect and network, they find LinkedIn too sales-y according to our research, so we built a solution especially for them – firefighters, military, risk experts, etc, on a platform that will only grow from here. It’s amazing to see what experts are sharing everyday, a lot of knowledge already inside the app, as a base for what’s happening next – we are working on mobile app, emergency hub and a lot of new features that will make this app really stand out and become a real safety intelligence platform, not only social network. The vision of cofounder Prof. Dr. Vladimir M. Cvetković was on point, and we believed it the second I heard it. Bright time ahead, we only just started! In a time when knowledge, professional readiness, and cross-sector coordination form the key line of defense in all types of accidents and emergency situations, every publication that enhances operational practice becomes more than a book—it becomes a resource that protects lives. Guided by this mission, the Scientific-Professional Society for Disaster Risk Management – ProSafeNet – has carried out a significant donation: 270 printed copies of the publication “Accident Response Guide 2024” to the Ministry of Interior of the Republic of Serbia. This donation was made in accordance with the Cooperation Agreement between the Ministry of Interior of the Republic of Serbia and the Scientific-Professional Society for Disaster Risk Management (No. 01–3102/2024-9, dated 10 July 2022), as well as based on the official approval and authorization of the Ministry’s leadership. Teaching the Course “Preventive Planning and Protective Measures in the Surroundings of Industrial Plants” as Adjunct Professor in Austria

Teaching the Course “Preventive Planning and Protective Measures in the Surroundings of Industrial Plants” as Adjunct Professor It was a great pleasure to work with one outstanding group of international master’s students within the course “Preventive Planning and Protective Measures in the Surroundings of Industrial Plants (580.337)” at the Technical University (Montanuniversität) of Leoben in Austria, Department of Environmental and Energy Process Engineering – Safety & Disaster Management (SDM), where I serve as an Adjunct Professor. This master-level course provides an in-depth understanding of the entire spectrum of industrial and technological hazards that may arise within industrial facilities and their surrounding environments — including fires and explosions, toxic and corrosive releases, structural failures, domino effects, and natural hazard-triggered (NaTech) events such as earthquakes, floods, and extreme winds. The course begins by introducing students to the concept and classification of industrial disasters, covering technological, NaTech, and domino events. Students explore their causes — technical failures, design errors, human and organizational factors, and external natural triggers — and their consequences for people, infrastructure, and the environment, such as toxic releases, overpressure, fires, and cascading failures. Building on this foundation, students are trained in hazard identification and risk assessment, using qualitative and quantitative methods supported by geospatial tools and sensor data. They learn to design preventive and protective measures, including engineering barriers (containment, detection, pressure relief), management procedures (standard operating procedures, lockout–tagout), personal protection, and off-site solutions such as land-use planning, evacuation routes, public warning systems, and environmental monitoring. Further modules strengthen preparedness and response capacities through the development and testing of emergency and evacuation plans, simulation of command and coordination structures according to the Incident Command System (ICS), and practical exercises for multi-agency cooperation involving police, fire-rescue, and emergency medical services. Finally, the course addresses post-incident recovery, including rapid and long-term repair, […]

Current Challenges in Risk Communication during Climate-Related Crises

Current Challenges in Risk Communication during Climate-Related Crises As part of the COST Action CA23126 – AlertHub: Warning Communication Knowledge Network, under WG2 – Map Challenges of Implementing Effective Warning Communication, we are sharing preliminary findings of our systematic literature review. Key challenges identified include: – Institutional fragmentation and weak coordination among agencies and sectors. – Low risk awareness and limited public engagement, especially in vulnerable and rural communities. – Insufficient integration of scientific and traditional knowledge for locally adapted solutions. – Outdated technological infrastructure and poor system interoperability. – Communication bottlenecks: unclear messages, inaccessible channels, failure to convey uncertainty effectively. – Underutilization of community-based resources such as schools, pharmacies, and local organizations. – Political and financial constraints, including limited planning capacity and weak climate adaptation mandates. We are collecting grey literature (real-life cases, policies, evaluations, and governance tools from 2015 onward) to deepen this analysis and extract practical guidelines.

Istorijski razvoj policijskog obrazovanja u Srbiji

Bezbjednost, policija i građani, 1–2, 165–183.

Spremnost studenata Kriminalističko-policijske akademije za reagovanje na prirodnu katastrofu izazvanu poplavom u Republici Srbiji [Preparedness of students of the Academy of Criminalistic and Police Studies for response to a natural disaster caused by flooding in the Republic of Serbia]. Ecologica, 22(78), 302–309.

Spremnost građana za reagovanje u prirodnim katastrofama izazvanim poplavama u Republici Srbiji [Citizen preparedness for responding to natural disasters caused by floods in the Republic of Serbia]. Vojno delo, 69(1), 153–190.

The procedures for evacuation have been tough to manage indicating a low level of perception and preparedness towards flood events. Also, the failure in the response phase showed a gender unbalance, where information did not reach men and women equally. Urgently, the Council for Gender Equality Government of the Republic of Serbia held an extraordinary meeting dedicated to the flood planning and emergency support in a gendered perspective. It concluded with the necessity of developing more gender-sensitive statistics, indicators of vulnerability, reconstruction and recovery to floods. For these reasons, we conducted an extensive interview to underlined the differences in risk perception and preparedness actions of both women and men regarding flood events in Serbia. 2500 face-to-face interviews have been conducted in 27 out of 150 municipalities being a good representative sample of the country with the use of […]

Knowledge and Perceptions of Secondary School Students in Kraljevo Regarding Natural Disasters

Cvetković, V., & Stojković, D. (2015). Knowledge and Perceptions of Secondary School Students in Kraljevo Regarding Natural Disasters. Ecologica, 22(77), 42–49.

Teorijski okvir istraživanja u oblasti katastrofa [Theoretical Framework for Research in the Field of Disasters]. Ecologica, 25(91), 545–551.

Suprotstavljanje organizovanom kriminalu i terorizmu (pp. 95–109). Beograd: Kriminalističko-policijska akademija.

The need for extensive inclusion of social sciences into development of science on fire safety   ABSTRACT: This paper contains a short review of the development of fire protection science. Fire risk depends on three basic factors of which the social factor (human acting) has been given less attention in research than the other two. Development of science, which puts human actions as possible fire cause in the centre of its research from different aspects, could significantly reduce the number of fires and increase the capacity of people for response in case of fire. Key words: science, fire, safety, people, protection, causes of fire.

Obuka građana za reagovanje u vanrednim situacijama

Cvetković, V., Jakovljević, V., Gačić, J., & Filipović, M. (2017). Obuka građana za reagovanje u vanrednim situacijama [Citizen Training for Responding in Emergencies]. Ecologica, 24(88), 856–882.

Koncept otpornosti na katastrofe

Cvetković, V., & Filipović, M. (2018). Koncept otpornosti na katastrofe [The Concept of Disaster Resilience]. Ecologica, 25(89), 202–207. Teorija otpornosti obuhvata savremena shvatanja stresnih situacija, adaptacije i dinamike resursa [5]. Sama reč otpornost predstavlja metaforu i svoje poreklo vodi od fizičkih i […]

Ispitivanje stavova i znanja učenika o klizištima kao prirodnim opasnostima

Cvetković, V., & Miladinović, S. (2017). Ispitivanje stavova i znanja učenika o klizištima kao prirodnim opasnostima [Assessment of students’ attitudes and knowledge about landslides as natural hazards]. Ecologica, 24(85), 121–126.

Bezbednost učenika od posledica prirodnih katastrofa u školskim objektima [Safety of students from consequences of natural disasters in school facilities]. Ecologica, 23(84), 809–815. As global economies grow increasingly interconnected through digital systems, the fallout from ransomware attacks stretches far beyond mere technical breaches. These incidents result in severe financial damage, disrupt operations, erode reputations, and contribute to broader socioeconomic instability. This study adopts a disaster risk perspective to examine the broader economic and social impact of ransomware, particularly its effects on critical infrastructure and public trust in institutions. Through a multi-case analysis of sixteen significant ransomware attacks between 2015 and 2025, the research highlights a recurring pattern: direct and indirect costs often compound, with impacts varying from ransom demands and halted services to reputational loss and sector-wide vulnerabilities. The rise of Ransomware-as-a-Service (RaaS) has also made these attacks more accessible and complex, deepening the threat landscape. The findings underscore the need […]

For this reason, we investigated the risk perceptions and preparedness of women and men regarding these types of events in Serbia. Face-to-face interviews, administered to 2500 participants, were conducted across 19 of 191 municipalities. In light of the current findings, men seemed to be more confident in their abilities to cope with flooding, perceiving greater individual and household preparedness. By contrast, women displayed a deeper understanding of these events. Perhaps owing to a deeper level of understanding, women demonstrated more household-caring attitudes and behaviors and were more prone to report a willingness to help flood victims at reception centers. Emergency management agencies and land planners should account for these differences in gender awareness and preparedness. Based on these findings, doing so may increase citizen participation and shared responsibility under flood hazard scenarios. The disease was first detected in Wuhan, the capital of China’s Hubei province, in December 2019 and has since spread globally, especially to Europe and North America, resulting in the ongoing global coronavirus pandemic disaster of 2019–2020. Although most cases have mild symptoms, there is some progression to viral pneumonia and multi-organ failure and death. More than 4.6 million cases have been registered across 216 countries and territories as of 19 April 2020, resulting in more than 311,000 deaths. Risk to communities with continued widespread disease transmission depends on characteristics of the virus, including how well it spreads between people; the severity of resulting illness; and the medical or other measures available to control the impact of the virus (for example, vaccines or medications that can treat the illness) and the […]

Correspondence: vmc@fb.bg.ac.rs Received: 20 February 2022; Revised: 30 March; Accepted: 15 May 2022; Published: 30 June 2022 Abstract: This paper presents quantitative research results regarding the influence of demographic factors on the earthquake risk perception of the citizens of Belgrade. This research aims to determine how much the citizens of Belgrade are aware of the risk and prepared to react in the event of an earthquake. The relationship between gender, age, level of education, and facility ownership with risk perception was examined. T-test, One-way ANOVA, and Pearson correlation coefficient were used to examine the relationship between the variables and the earthquake risk perception. The survey was conducted using a questionnaire that was given and then collected online among 235 Belgrade respondents during September 2020. The questions were divided into three catego- ries. The first part of the questionnaire was consisted of general ques- tions about the demographic characteristics of the respondents, then the questions that would determine the level of awareness of the respond- ents about earthquakes, and finally, the questions for determining the respondents’ preparedness. The results of the research show that women have a higher perception of risk. It has been proven that the youngest respondents from the age category of 18-30 have the lowest risk percep- tion. The influence of education level in no case showed a statistically significant correlation with risk perception. Keywords: disasters, […]

It is assumed that optimal community resilience can mitigate negative impacts and enable adaptation, thereby reducing the negative consequences of future disasters. The meas- urement of community resilience to disasters has advanced over the past two decades, primarily through the use of indicators that measure community resilience indices. The Baseline Resilience Indicators for Communities (BRIC) represent an increasingly popular and frequently used quanti- tative method for measuring community resilience indices to disasters. This literature review was conducted to examine and assess the use and adaptation of the BRIC method in measuring commu- nity resilience. The review comprehensively analyzes relevant scientific papers, extracting and syn- thesizing the most important findings from the studies, which provided the necessary data to meet the objectives of the literature review. A total of 37 relevant studies were identified for analysis in the review. The indicators used were examined, […]

Cvetković, V. (2023). A predictive model of community disaster resilience based on social identity influences (MODERSI). International Journal of Disaster Risk Management, 5(2), 57–80. Review article A PREDICTIVE MODEL OF COMMUNITY DISASTER RESILIENCE BASED ON SOCIAL IDENTITY INFLUENCES (MODERSI) Vladimir M. Cvetković, 1,2,3,* 1 Faculty of Security Studies, University of Belgrade, Gospodara Vučića 50, 11040 Belgrade, Serbia 2 International Institute for Disaster Research, Dimitrija Tucovića 121, 11056 Belgrade, Serbia; 3 Scientific-Professional Society for Disaster Risk Management, Dimitrija Tucovića 121, 11056 Belgrade, Serbia Correspondence: vladimirkpa@gmail.com Received: 1 June 2023; Accepted: 10 October 2023; Published: 31 December 2023 Abstract: The territory of Serbia is vulnerable to various types of natural and man-made disasters. The risk is not equal across the entire territory, depending on the type of hazard and the expected potential for damage. So far, the level of community disaster resilience has not been determined in Serbia. There are no scientific preconditions for its improvement to reduce the future material and in- tangible consequences of disasters. Regarding that, the project’s main objective is to develop and validate a predictive model of community disaster resilience based on social identity influences through an investigation impact of social identity indicators on the level of community disaster resilience in Serbia. The project is based on the upcoming research on whether the level of community disaster resilience can be predicted based on social identity indicators, how social identity indicators affect different dimensions of community disaster resilience, and how disasters shape social identity. The project is based on multimethod research in which quantitative (face-to-face interviews in 40 of the 191 municipalities), and qualitative (semi-structured interviews) research methodology will be applied. A developed predictive model with an index of community disaster resilience in Serbia will empower the creation of preconditions for designing public policies, strategies and procedures for improving resilience and reducing the consequenc- […]
