On 6 December 2025, at the “Stefan Nemanja” Cultural Centre in Lapovo, we held the official international promotion of the ProSafeNet application – the global hub for safety, security, risk and emergency professionals and scientists. This event marked a key milestone in building a digital ecosystem that connects practitioners, institutions, researchers, volunteers and citizens committed to safer and more resilient communities.
The formal programme was hosted by Dr Aleksandra Gajović, who guided the audience through the ceremonial opening, cultural segment, presentations, panel discussions and the awarding of certificates.
Opening and cultural programme
The ceremony began with the national anthem of the Republic of Serbia, followed by a rich cultural and artistic programme. The folklore ensemble “Lapovo–Markovac” brought the spirit of Šumadija to the stage, symbolically linking local tradition with a modern global digital platform. Music and artistic performances created a warm atmosphere and reminded everyone that safety and resilience are not only technical and institutional matters, but also deeply human and cultural values.
In the introductory part of the ceremony, special recognition was given to:
Prof. Dr Vladimir M. Cvetković – founder and director of ProSafeNet
Mr Boban Miličić – Mayor of the Municipality of Lapovo
Their addresses underlined the idea that ProSafeNet is more than an app: it is a result of years of research, field experience and international cooperation, and the first application of its kind in the world developed in Serbia and presented globally from Lapovo.
Presentation of ProSafeNet
In the central part of the programme, the vision, development and core functions of ProSafeNet were presented – from the first ideas and research projects, through international partnerships, to the creation of a comprehensive web and mobile application.
It was emphasised that ProSafeNet:
– connects professionals from different sectors (police, fire and rescue, civil protection, healthcare, military, private security, local government, NGOs, academia, volunteers and students)
– integrates 18+ modules – including News & Feed, Knowledge Hub, Events, Training Hub, Research Hub, Policy Practice Lab, Innovation Lab, Community Resilience Hub, Jobs, Volunteering, and the Security Alerts Hub
– aims to become the digital heart of the global safety and disaster risk community, where people can learn from each other, collaborate and respond faster and smarter to every risk and emergency.
Panel discussions
The programme continued with three thematic panel discussions, directly linked to the mission and functions of ProSafeNet:
Panel Discussion 1
“Digital security, global alerts and the future of risk management in the era of new technologies”
This panel explored how digital platforms and applications – including ProSafeNet – are changing the way we monitor threats, collect data, share information and manage risks and emergencies.

Panel Discussion 2
“Professionals without borders – international cooperation, networking and new models of connection through the ProSafeNet ecosystem”
This discussion focused on how ProSafeNet helps professionals from different countries, sectors and institutions connect, exchange knowledge and build joint projects instead of working in isolation.

Panel Discussion 3
“Innovations in safety and community resilience – industrial risks, urban threats and digital solutions for the future”
This panel addressed industrial accidents, technological incidents, urban risks and climate extremes, and how digital applications – including ProSafeNet – can support early warning, education, coordination and recovery.

Through these three panels, participants shared concrete experiences, good practices and ideas on how ProSafeNet can become a central tool in daily work, crisis management and cross-border cooperation.
Ambassadors, cooperation agreement and certificates
A special segment of the programme was “Voices of ProSafeNet Ambassadors”, where ambassadors from several countries – through video messages and live contributions – shared:
– why they joined ProSafeNet,
– how they are already using (or plan to use) the app in their work,
– what kind of international cooperation they expect to build within this ecosystem.
One of the highlights of the evening was the ceremonial signing of a cooperation agreement with the Municipality of Lapovo, represented by Mayor Boban Miličić. This agreement:
– formalises long-term collaboration on strengthening local safety and resilience,
– promotes the use of ProSafeNet in the work of local services and stakeholders,
– sends a strong message that local communities can be the home of global ideas and projects.
During the ceremony, we also awarded Certificates of Recognition to institutions, organisations and individuals who have provided outstanding support to the promotion and development of ProSafeNet and to the strengthening of the international ProSafeNet community.
