Disaster risk perception and local resilience near the “Duboko” landfill: Challenges of governance, management, trust, and environmental communication in Serbia

Cvetković, Renate Renner, Nataša Cvijović, Jasmina Gačić Journal: Open Geosciences, Volume 17, Issue 1, 2025 DOI: https://doi.org/10.1515/geo-2025-0850 The paper explores how residents living near the “Duboko” regional landfill in Western Serbia perceive environmental and disaster risks, how much they trust institutions, and how resilient they feel as a community. Based on a structured survey of 1,180 respondents from nine municipalities, we analyse: – perception of environmental and disaster risks and their impacts on health, property and quality of life – levels of institutional trust and perceived transparency – factors that shape local resilience, including socio-demographic characteristics Key findings show that higher perceived risk and lower institutional trust are more common among women, people with lower levels of education, rural residents and smaller households. Greater transparency and access to environmental information are associated with higher trust and stronger perceived resilience. The study highlights that landfill-related risks are not only technical and environmental issues, but also questions of governance, justice, participation and public health. We underline the need for participatory environmental communication, transparent and accountable governance of regional landfills, and context-sensitive involvement of local communities in planning, monitoring and decision-making. The article also argues for closer integration of waste management, disaster risk reduction and public health policies.
