Cvetković[1]                                             Rad – pregledni naučni rad Marina Filipović, doktorand Prof. dr Jasmina Gačić                                                                                             UDC:   UVOD   Katastrofe predstavljaju normativno definisane situacije u zajednici u kojima se preduzimaju izuzetni napori da se zaštite i iskoriste određeni socijalni resursi čije postojanje se smatra ugroženim [1]. One se povezuju sa društvenom jedinicom zajednice koja može da bude (geografsko) mesto ali koja ima društveno psihološku komponentu identiteta. U okviru ovog društveno definisanog konteksta, katastrofe su ,,prilike” (možda prilika za akciju u društvenom vremenu) koje izazivaju akciju kako bi se sačuvao socijalni resurs za koji se veruje da je ugrožen. Predstavljaju događaje koji imaju ozbiljne socijalne posledice i često su van kontrole ljudi. Kada se dogode, zajednica doživljava veliki strah i ličnu patnju što je čini nesposobnom za preduzimanje efikasnih akcija. U prvom članku o katastrofama u časopisu sociološkog pregleda (Annual Review of Sociology) koji su napisali Kvaranteli i Dajns [2] dat je koristan programski pregled socioloških istraživanja sprovedenih nakon Drugog svetskog rata i posebno je naznačena rastuća uključenost društvenih istraživača nakon 1970. godine. Jedna od osnovnih odlika istraživanja u oblasti katastrofa jeste interdisciplinarnost koja uslovljava korišćenje metoda različitih naučnih disciplina. Upravo zato, u literaturi o katastrofama postoji veći broj teorija relevantnih za realizaciju istraživanja iz spomenute oblasti [3-8]. Polazeći od multidisciplinarnosti studija katastrofa, istraživači mogu koristiti različite teorije iz oblasti psihologije, organizacionih nauka, ekonomije itd. Sama reč teorija potiče od grčke reči ,,theoria” sa značenjem razmatranje. Pod njom se podrazumeva uopšteno znanje o nekoj pojavi ili osnovni naučni pojmovi koji se posmatraju uopšteno [8]. Cvetković2                                                                                  UDC:502.58     UVOD Zemljotresi kao prirodne katastrofe izazvani su iznenadnim slaganjem velikih ploča stena duž frak­tura unutar zemlje. Takva pomeranja stvaraju tala­se koji mogu da pređu ogromne daljine i izazovu neverovatna uništenja kada dođu do površine ze­mlje. Često izazivaju nasilna podrhtavanja koja mo­gu trajati i po nekoliko minuta, a takvo podrhtavanje može da uništi građevine, mostove i većinu drugih izgrađenih objekata kritične infrastrukture. Mogu da izazovu klizišta, cunamije, vulkanske erupcije i dru­ge prirodne katastrofe. U literaturi, ne postoji opšte prihvaćena defini­cija spremnosti za reagovanje na prirodne katastro­fe. Jednostavno se može steći utisak da je određi­vanje sadržaja i obima tog pojma donekle i margi­nalizovano. Svakako, imajući u vidu značaj sprem­nosti kao jednog od bitnog elementa upravljanja u prirodnim katastrofama, neophodno je posebnu pa­žnju posvetiti definisanju spremnosti kao značajnog koncepta u oblasti prirodnih katastrofa i šire. Spre­mnost kao koncept u teoriji katastrofa podrazu­meva aktivnosti preduzete pre prirodne katastrofe u cilju poboljšanja odgovora i oporavka od nastalih posledica [1-4]. Pri tome, spremnost podrazumeva znanja i sposobnosti u vezi reagovanja (pozna-vanje lokalnih rizika od prirodnih katastrofa, sistema upozorenja, i načina reagovanja), kao i posedovanje zaliha sredstava za zbrinjavanje i planova zaštite i spasavanja [5,6,8]. Generalno posmatrano, spremnost za prirodne katastrofe se može posma­trati na tri nivoa: građana, doma-ćinstva i zajednice. Činioci uticaja na znanje o prirodnim katastrofama

Cvetković1, Marina Filipović2 Dejana Jovanović Popović2, Gavrilo Ostojić   UVOD Znanje o prirodnim katastrofama je ispitivano u raznovrsnim kvantitativno-kvalitativnim istraživanji­ma [1,2]. Šau i saradnici [3] su utvrdili da edukacija o prirodnim katastrofama u porodici i lokalnim zajednicama u Japanu ima veći uticaj od edukacije u školama. Adem [4] navodi da su građani koji su imali neki vid edukacije o prirodnim katastrofama u školama posedovali veći nivo znanja i da su ona bila zasnovana na naučnim činjenicama, dok su znanja koja se stiču u okviru porodice i medija bez strukture, nesistematična i mogu dovesti do zablu­da i netačnih informacija. Takođe, naučno potvrđu­je postojanje jasne korelacije između znanja i stavova o zemljotresu. Tomio i saradnici [5] ukazu­ju da su građani sa višim nivoom obrazovanja spremniji za reagovanje na prirodne katastrofe, posmatrano na nivou domaćinstva, dok na nivou lokalne zajednice takva veza postoji sa dužinom prebivališta, bračnim statusom i prisustvom starijeg člana porodice. Kurita [6] u radu ukazuju da više od 90% stanovnika nema odgovarajuće znanje o cunamiju i da su glavni izvor informacija tokom katastrofa bili članovi porodice i komšiluk. Pri tome, oni ističu da je školska edukacija veoma važna za podizanje svesti o prirodnim katastrofama. Beker i saradnici [7] u radu opisuju efektivnost generalne prevencije obrazovanja o katastrofama ističući činjenicu da će učenici doći kući sa informacijama o neophodnim merama spremnosti podstičući ro­ditelje da naprave planove. Dakle, autori ukazuju da će doći do transfera znanja sa učenika na roditelje. ЖЕНЕ КАО УЧЕСНИЦИ У МИРОВНИМ ОПЕРАЦИЈАМА И ДОНОСИОЦИ ОДЛУКА У СЕКТОРУ БЕЗБЕДНОСТИ Сажетак: Савет безбедности Уједињених нација усвојио је 2000. годи- не Резолуцију 1325, која се залаже за процес интеграције жена у сферу безбед- ности и њихово учествовање у основним операцијама достизања и очувања мира и безбедности. Процес интеграције жена у ту област подразумева равноп- равно учешће жена у конфликтним ситуацијама, ради превенције насиља, из- грађивања мира и спровођења хуманитарних операција. Резолуција 1325 је такође и документ којим је гарантована родна равноправност и заштита права жена у конфликтним подручјима. Потреба заштите права жена као пасивних или активних учесника оружаних сукоба произлази, с једне стране, из њихове рањивости и угрожености последицама оружаних сукоба, а са друге стране, из чињенице да жене као доносиоци одлука у сектору безбедности по природи теже ненасилним и неоружаним начинима решавања проблема. Међутим, спровођење Резолуције 1325 у пракси наилази на многобројне проблеме, па се улога жена у сектору безбедности занемарује, и често се своди само на фор- мално присуство у различитим структурама, без могућности жена да равнопра- вно учествују у процесима планирања, одлучивања и спровођења одлука. Usled nedostatka informacija o pratećim uticajima promena klime i neposrednih empirijskih dokaza, može doći do zanemarivanja primene adekvatnih mera za ublažavanje potencijalno štetnog uticaja klime na održavanje, rast, razmnožavanje i rasprostranjenost pojedinih vrsta što može uticati na stvaranje neželjenih implikacija po ekološku bezbednost. Imajući u vidu značajan broj endemičnih biljnih i životinjskih vrsta na području Republike Srbije, ne može se osporiti njena osobena odgovornost u pogledu očuvanja biodiverziteta. U radu je izvršena sekundarna analiza ključnih dokumenta i izveštaja koje Srbija, kao država članica Okvirne konvencije Ujedinjenih Nacija o promeni klime (UNFCCC) i Kjoto protokola, i zemlja potpisnica Sporazuma iz Pariza (od 2017. godine), ima obavezu da kontinualno podnosi Sekretarijatu UNFCCC-a. Seismic resilience refers to a community’s ability to withstand and recover from earthquake impacts, while preparedness gaps are the areas where current measures are insufficient to effectively respond to or mitigate earthquake damage. This study focuses on Montenegro – a region with frequent seismic activity – aiming to assess resili- ence levels, identify critical gaps in preparedness, and evaluate the effectiveness of existing response strategies. Са развојем друштва „култ личности“ је све више почео да бледи а „недодирљивост“ је постајала све слабија. Такве личности су све чешће постајале мете напада својих неистомишљеника који су поне- кад резултирали и физичком ликвидацијом. Потреба за заштитом та- квих личности, које данас називамо „одређеним личностима“, јавила се са интензивирањем угрожавања њихових живота. Задаци обезбе- ђења поверавани су најоданијим и најспособнијим људима који су би- ли у непосредном окружењу штићене личности. С тим у вези, у раду је дат генерални преглед послова обезбеђења са посебним освртом на историјат, опште појмове и врсте обезбеђења. For the purposes of this research, the perception of risk and the preparedness of men and women for the SARS-CoV-2 virus pandemic were exam- ined. The results of this research were obtained by applying a quantitative survey of the citizens of the Republic of Serbia about their experiences and attitudes regarding their vulnerability due to the COVID-19 pandemic, where special attention is paid to the gender dimension. A survey of 273 adult citizens was conducted and the results have shown that there is no significant connection between the gender category and the physical vulnerability of people caused by the COVID-19 pandemic. The obtained data indicate that approximately the same percentage of women and men had severe symptoms of the disease. Nevertheless, the results showed that there is a partial connec- tion between the gender category and socio-economic vulnerability, as well as a clear connection between the gender category and the psychological vulnerability of people caused by the pandem- ic. Cvetković, Jasmina Tanasić, Adem Öcal, Mirjana Živković- Šulović, Nedeljko Ćurić, Stefan Milojević & Snežana Knežević Abstract The objective of this quantitative study was to examine the impact of selected factors on the level and state of public health capacities in local self-government units in 2021. This survey included 77 out of 145 local self-government units in the Republic of Serbia and examined six dimensions defined by the Law on Public Health. The results of the Pearson correlation showed that there were statistically significant correlations between the effectiveness of the realized program budget and microbiologically defective drinking water samples from the so-called village water supply systems, defective samples of drinking water from public taps, unsatisfactory analyses of wastewater samples, and the number of mandated fines issued. The results of the logistic regression model showed that the local self-government units that received assistance from the Standing Conference of Towns and Municipalities were 5.6 times more likely to perform analyses of their health status. SUPROTSTAVLJANJE SAVREMENOM TERORIZMU KAO DOPRINOS ZAšTITI LJUDSKE BEZBEDNOSTI U REPUBLICI SRBIJI Marija Popović Vladimir Cvetković Kriminalističko-policijska akademija, Beograd Apstrakt: Naučna i stručna literatura, politika i mediji okupirani su posled- njih nekoliko decenija problemom terorizma i posledicama njegovih manife- stacija na bezbednost država. Razvojem koncepta ljudske bezbednosti fokus interesovanja pomera se ka posledicama koje ova savremena bezbednosna pretnja ostavlja na čoveka i njegove vrednosti. U radu ćemo ukazati na to da je država tek indirektno ugrožena posledicama terorizma, i to kroz ugro- žavanje njene konstitutivne komponente – stanovništva. Iz tog razloga, i suprotstavljanje savremenom terorizmu mora biti u funkciji zaštite ljudske bezbednosti. U radu će se razmatrati kako je ljudska komponenta pozici- onirana u Strategiji nacionalne bezbednosti, s obzirom na to da se radi o najvažnijem strateškom dokumentu naše zemlje. Zatim će se razmatrati da li terorizam predstavlja veću pretnju tradicionalnim državnim vrednostima kao što su teritorijalni integritet i suverenitet, ili pak njenoj ljudskoj kom- ponenti. Najzad, ukazaćemo na koji način borba protiv terorizma doprinosi zaštiti bezbednosti ljudi, tj. onom njenom segmentu koji se ugrožava kroz terorističku aktivnost. Ključne reči: ljudska bezbednost, nacionalna bezbednost, država, terorizam, strategija Uvod Jedan od najvažnijih zadataka savremene države jeste nalaženje najadekvatni- jih načina suprotstavljanja terorizmu. Bez obzira na to koliko je ekonomski sta- bilna ili kolika je njena vojna moć, nijedna država nije pošteđena pretnje i straha od terorizma koji je danas postao moćno oružje onih koji su nemoćni da drugim, legitimnim sredstvima ostvare političke ciljeve. This is largely due to a huge number of smartphones with installed applications (Facebook, Twitter, etc.) that allow their users to share information in the form of text, images and video. By analyzing and describ- ing the multiple possibilities and significance of social networks in various stages of disaster risk management (before, during and after), the authors conducted a research of quantitative research tradition with the aim of examining the attitudes of the stu- dents of the Academy of Criminalistic and Police Studies and the Faculty of Security Studies University of Belgrade in terms of possibilities, reliability and motivation for the use of social networks in such situations. The results obtained in the research show a high degree of motivation of respondents for the use of social networks in situations immediately before, but also during and after the manifested consequences of disas- ters. Emphasizing the undeniable advantages of using the social networks in disaster risk management, as well as the results of the research, decision-makers could create certain programs to improve citizen security and reduce disaster risks by using infor- mation platforms of the social networks such as Facebook, Twitter, Instagram. Cvetković1, Eric Noji2, Marina Filipović3, Marija Popović Mančević4, Želimir Kešetović5, Nenad Radović6 The aim of this paper is to assess the risk of terrorist attacks as perceived by individuals, the local community as a whole, and municipal public safety officials in Belgrade, the capital of the Republic of Serbia. The structured questionnaire about perceived risk of terrorist attacks and preparedness was developed using close-ended, multiple choice questions and questionnaire items featuring 5-point Likert response options. Data were collected between June and September 2017 by a telephone survey using a random digit dialing procedure; 485 adult Serbian residents participated in the research voluntarily. Study participants exhibited low levels of perception vis-a-vis the future likelihood of terrorist attacks occurring in their communities, and only a moderate knowledge of counter-terrorism activities currently being undertaken by public safety authorities. Other responses to our questionnaire indicated statistically significant differences in perception of the risks of terrorism threats in Belgrade with respect to demographic variables such as age, gender, employment and past exposure to major emergencies. We encourage emergency management agencies in Serbia to use the differences in public perception of risks identified in our study to develop enhanced counter- terrorism preparedness measures through the promotion of behavioural change. Основне карактеристике и скривени период деловања дају велику предност хемијском оружју у односу на конвенционална оружја, приликом доношења одлуке, од стра- не терористичких група, о оружју којим ће се извршити терористички акт. Употреба хемијског оружја у терористичке сврхе могла би озбиљно уздрмати и угрозити националну безбедност једне државе. Познавање основних карактеристика овог оружја је од круцијалне важности за предузимање мера заштите живота и здравља људи, и животне среди- не. У раду се дефинише појам хемијског оружја с посебним освртом на историјат његове употребе у рату и миру. Cvetković Univerzitet u Beogradu, Fakultet bezbednosti Savremeno upravljanje u katastrofama uslovljava iznalaženje opti- malnih rešenja u pogledu mobilnih komunikacionih sistema i aplika- cija koje se mogu koristiti za unapređivanje efikasnosti sistema zaštite i spasavanja. Starting from this fact, the basic idea of this research is to examine the level and correlation of certain factors with the students’ knowledge about floods as natural disasters. The aim of the research is a scientific explanation of the correlation between students’ knowledge about floods and these factors. The research consisted of a survey conducted on a sample of 3,498 respondents who make up 8.96% of the students population. The respondents were students from 19 secondary schools, out of a total of 54 at the territory of 11 affected municipalities of the city of Belgrade. The research results suggest that flood related knowledge is influenced by the students’ gender, education and employment status of parents, education acquired in school and in the family, while the knowledge of safety procedures for responding to floods is influenced by fear, gender and the educational level of parents. These results can be used in creating educational programme strategies to enhancing preparedness for response. Children understanding of forest phenomena is the important knowledge for various sectors such as educators, policymakers, environmentalists, etc. This paper deals with the factors that affect knowledge and perception of forest fires of stu- dents, aged 10 to 19, in the city of Belgrade. The research was conducted between October 20th, 2013 and February 3rd, 2014. The authors have used a method of surveying students in order to identify and describe the factors affecting their knowledge about forest fires. A total of 3,548 students from 18 schools in Belgrade participated in the survey. The results of the research show that there is a discrepancy between perception and reality that is what students think they know and what they actually know in very basic terms. This set of findings in combination with other findings of moderators repli- cates previous research on the need for educational programs to ensure there is a match between youth confidence about what they know of hazards and their actual knowledge levels. Цветковић* Марина Филиповић, докторанд Апстракт: Безбедност омладине након последица природних катастрофа директно је условљена њиховим познавањем начина поступања у таквим ситуацијама. Руководећи се тиме, аутори у раду представљају резултате квантитативног истраживања знања ученика о правилном начину поступања за време природних катастрофа. Циљ истраживања представља испитивање статистички значајног утицаја одређених персоналних и срединских фактора на ниво знања ученика о правилном начину поступања. У реализацији истраживања коришћено је анкетно испитивање засновано на вишеетапном случајном узорковању како би се обезбедила одговарајућа репрезентативност. Укупно је анкетирано око 3548 ученика из 18 основних и средњих школа са подручја Београда. Према добијеним резултатима истраживања, утврђено је да би 42,9% испитаника правилно поступило за време земљотреса, 77,9% за време поплава, 69,2% за време клизишта, 92,9% за време суше, 90,2% за време цунамија, 80,2% за време јаких ветрова, 57% за време шумских пожара, и 68,8% за време епидемија. Поред тога, утврђени су различити утицаји персоналних и срединских фактора на правилност поступања за сваку од споменутих природних катастрофа. Резултати истраживања могу бити искоришћени за унапређење безбедности омладине за време природних катастрофа. A series of 1,018 face-to-face interviews were conducted at the beginning of 2017 in eight Serbian municipalities. The results show that the population is generally unprepared, with low percentages of reported enhanced preparedness levels. In addition to presenting its findings, the study also considers future research directions, including using this study as a basis for more detailed research and to assist in facilitating community-led programs and strategies to increase earthquake safety. The paper presents the results of a quantitative research regarding the level and factors of influence on the awareness of citizens about the seismic resistance of their residential buildings to earthquake consequences. Multiple-point random sampling was used to survey 1,018 citizens (face to face) during 2017 in 8 local communities: Kraljevo, Lazarevac, Jagodina, Mionica, Prijepolje, Vranje, Lapovo and Kopaonik. The questionnaire consisted of two segments: questions on demographic, socio-economic and psychological characteristics of respondents and questions regarding resistance of residential buildings to earthquake consequences. The results show that 35% of respondents state that they live in residential buildings that are not resistant to earthquakes, while 70.7% state that they live in buildings built of reinforced concrete, which are considered safe. Beside that 9.2% of respondents examined the resistance of their facilities to earthquake consequences. Inferential statistical analyses show that men to a greater extent than women state that their buildings are resistant to earthquake consequences. Starting from the multidimensionality of citizen vulnerability to earthquakes, it is necessary to conduct additional studies and further elucidate the sociological dimension of vulnerability and resilience. Historically, such weapons have been considered unethical for warfare and have been subject to strict international prohibitions, including the Geneva Protocol (1925) and the Chemical Weapons Convention (1993). Despite these legal frameworks, terrorist organizations continue to explore means of acquiring, manufacturing, and deploying chemical agents, posing a significant threat to global security. The appeal of chemical weapons for terrorist purposes lies in their hidden action period, ease of dissemination, and ability to create mass casualties with relatively small quantities of toxic agents. Their psychological impact and potential to cause mass panic further enhance their attractiveness for terrorist groups seeking to destabilize societies and exert political pressure. The use of chemical weapons in terrorist attacks could severely undermine national security, disrupt critical infrastructure, and overwhelm healthcare systems due to the extensive medical and decontamination efforts required. The impact of chemical agents varies depending on their chemical structure, toxicity, and dissemination method, making it challenging to establish a universal categorization that encompasses all their essential properties. The effects range from immediate fatalities to long-term health consequences, such as genetic mutations, cancer, neurological disorders, and environmental contamination. This paper provides a detailed examination of chemical weapons, with a particular focus on their historical usage in warfare and peacetime incidents. Understanding seismic hazard resilience in Montenegro: A qualitative analysis of community preparedness and response capabilities

Enhancing resilience against seismic hazards in earthquake-prone regions is essential for reducing the devastating impacts of disasters. Seismic resilience refers to a community’s ability to withstand and recover from earthquake impacts, while preparedness gaps are the areas where current measures are insufficient to effectively respond to or mitigate earthquake damage. This study focuses on Montenegro – a region with frequent seismic activity – aiming to assess resilience levels, identify critical gaps in preparedness, and evaluate the effectiveness of existing response strategies. Using qualitative methods, including semi-structured interviews, the research gathered insights from residents of Montenegro’s most vulnerable cities: Nikšić, Podgorica, Bar, Kotor, Cetinje, Budva, Herceg Novi, and Berane. Participants, chosen for their first-hand experience with significant earthquake impacts, provided valuable perspectives on various aspects of resilience, from local government response to individual preparedness. This research revealed significant disparities in resilience across communities: for instance, approximately 62.5% of the respondents highlighted inadequate education as a barrier to effective earthquake preparedness, and only 37.5% reported awareness of basic earthquake response procedures. Furthermore, while some communities, such as urban areas with accessible services, reported higher preparedness levels, rural areas showed deficiencies, with 50% of the respondents from these areas identifying a lack of organized drills and limited public awareness initiatives. These findings underscore the urgent need for community-specific preparedness programs and enhancements in both structural resilience and public education to bolster community readiness effectively. Also, findings highlight the need for customized preparedness programs tailored to specific community needs, alongside improvements in structural safety measures and educational outreach.
